Park Board

The DeKalb Park District Board of Commissioners consists of five elected members who serve unsalaried 4 year terms. Park District Board meetings are held on the third Thursday of each month starting at 6:00 pm in the Hopkins Community Center.

	Dag Grada- President dgrada@dekalbparkdistrict.com For many years, Dag Grada lived a split life. He spent summers in DeKalb, working his trade of sheet metal. Winters were spent in the Dominican Republic, working on the rivers and in the mountains, primarily in tourism. Marriage and children created a need for a more stable life and Dag settled down full-time in DeKalb with his wife Elizabeth and daughters Eleanor and Amelie. Dag is active in the sport of disc golf, not only as a player but as an advocate of responsible course design as well as an active volunteer on area projects.
	Brian Tobin- Vice president btobin@dekalbparkdistrict.com Brian Tobin has three decades of active involvement in DeKalb Park District programs as a participant, coach, and spectator. As a long-time resident, he has personally experienced the benefits of accessible parks and programs. Brian has actively participated in various recreational opportunities. His family, Alicia and Nolan, have participated in fastpitch softball, baseball, soccer, basketball, and dance. With his experience and firsthand knowledge of past and existing programs, Brian hopes to preserve and enhance the District for future generations.
	Gail A. Krmenec- Secretary gkrmenec@dekalbparkdistrict.com Gail A. Krmenec was elected to the Park Board in 2019. She believes that the Park District should provide residents the facilities, parks, and activities that are the best value for tax dollars while serving as a responsible steward of the District's land, facilities, and resources. She feels the community's quality of life is greatly influenced by the quality of the Park District. Gail brings a wealth of leadership, management, and outreach experience to the Board after her career with the U.S. Dept. of Commerce, where she was twice awarded the Census Bureau's Bronze Medal, the highest recognition possible. She served on the Board of Directors and as President of the Illinois GIS Association. She was awarded the Dahlberg Distinguished Achievement Award by that organization and was also awarded the Distinguished Alumni Achievement Award by Northern Illinois University's College of Liberal Arts and Sciences. Gail holds two degrees in Geography: a Bachelor's degree from the University of Illinois and a Master's degree from Northern Illinois University.
	David Castro- Treasurer dcastro@dekalbparkdistrict.com A chemist by training, now a Research and Development manager, and an avid recreational swimmer, David Castro looks forward to working with everyone in the community. After living in DeKalb for about two decades, David joins the DeKalb Park District Commission with the deep conviction that parks and recreational programs significantly impact the quality of life of its residents. "Walking and biking trails, a swimming pool, baseball and basketball leagues, and pickleball are just some activities that put us in contact with our neighbors. We even have a museum (Ellwood House Museum) that showcases the local history and connects us with multiple visitors from outside our area." David believes it is up to us to capitalize on the ongoing transformations in the city of DeKalb and build a bright future.

Freedom of Information Act (FOIA)

What is FOIA

The Freedom of Information Act (FOIA) is an Illinois state statute that provides the public the right to access government documents and records. The law provides that a person can ask a public body for a copy of its records on a specific subject and the public body must provide those records, unless there is an exemption in the statute that protects those records from disclosure.

Exemptions are described under 5 ILCS 140, Section 7 and Section 7.5. In addition, some records may be subject to confidentiality provisions imposed by other state or federal laws; the FOIA process for disclosure of information does not supersede these other applicable statutory and judicial mandates.

The Freedom of Information Act is designed to allow a person to inspect or receive copies of records. It is not designed to require a public body to answer questions.

How the Process Works

After a FOIA Request submission is received, the FOIA Officer will respond within five (5) business days with the requested materials unless a request is denied or an extension is required. If a request is denied, partially denied, or an extension is required, then the requesting party will be notified in writing. If a request is denied, there is an appeals process. Please be sure to retain a copy of your request, if you need to file a review as you will need to submit a copy of your request.

You may opt to inspect original documents at the DeKalb Park District's Administrative Office at 1403 Sycamore Road, DeKalb, Illinois 60115 or you may request copies. Freedom of Information requests are accepted by personal delivery, mail, email or oral request to the FOIA Officer at the Dekalb Park District Administrative Office, 1403 Sycamore Road, DeKalb, Illinois 60115.

The Freedom of Information Officer will make a response to the requesting party within five working days of receipt, unless an extended time period is required. Requests will be responded to in writing and available for pick up at the Administrative Office. There is a $0.15 charge for each copy made over 50 pages. When you submit a FOIA request, your information becomes public record and your request may be posted online.
