(1) Notice is hereby given that the DeKalb Park District will receive sealed bids for Irrigation Renovation at Buena Vista Golf Course. Bids should be submitted at Hopkins Park Community Center’s Administration Office, 1403 Sycamore Road DeKalb, IL 60115 until Thursday, June 5, 2025 at 1:30 PM.  All bids will be publicly opened and read aloud. 

Each bid must be placed in a sealed opaque envelope and shall be clearly marked "Sealed Bid – Buena Vista Golf Course – Irrigation Renovation” and addressed and delivered to the DeKalb Park District, Attn: Michael Siefken, Golf Maintenance Superintendent, 1403 Sycamore Road, DeKalb, Illinois 60115. 

Bid Documents may be obtained by emailing a request to Michael Siefken, Golf Maintenance Superintendent at: msiefken@dekalbparkdistrict.com. 

Bid Security in the form of a bid bond, certified check, or cash in the amount of 5% of the base bid amount shall be submitted with the bid.  Should a bid bond be submitted, the bid bond shall be payable to the DeKalb Park District.  Successful bidders are required to provide a Performance and Payment (P&P) Bond for 100% of the awarded sum. The cost to furnish P&P Bonds shall be included in the base bid.  

The District reserves the right to waive all technicalities, to accept or reject any or all bids, to accept only portions of a bid, and reject the remainder. Owner will award the Contract to the lowest responsible and responsive Bidder, as determined by Owner. In considering the Bidder’s responsibility, the Owner may evaluate, among other factors, the ability of the Bidder to provide experienced labor sufficient in numbers to timely and properly complete the Work, the financial capability of the Bidder, the performance of the Bidder on other projects, and whether the Bidder is debarred by the Illinois Department of Labor from performing public works projects in Illinois.

The Work of this Project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq.  A prevailing wage determination has been made by the Park District, which is the same as that determined by the Illinois Department of Labor for public works projects in DeKalb County.  The Contract entered into for the Work will be drawn in compliance with said law and proposals should be prepared accordingly and provide for payment of all laborers, workmen, and painters needed to perform the Work at no less than the prevailing rate of wages (or the prevailing rate for legal holiday and overtime work) for each craft, type of worker, or mechanic.

The Contractor(s) selected will be required to comply with all applicable federal, state, and local laws, rules, regulations and executive orders, including but not limited to those pertaining to equal employment opportunity, and drug free workplace.


(2) ADVERTISEMENT FOR DEKALB PARK DISTRICT  1. Time and Place for Opening Bids: Sealed proposals for the project titled DeKalb Park District – 2025 PAVING REPAIRS, for DeKalb Park District, DeKalb, IL, will be received at the Park District offices located at 1403 Sycamore Road, DeKalb, Illinois, 60115 until 1:00 P.M. CST, Tuesday, April 8, 2025, at which time the bids will be opened.  Late bids will not be accepted.  2. Description of Work: The project will consist of various tasks, including tree or vegetation removal, general removals, excavation, full-depth aggregate gravel base, HMA pavement, paint marking or striping, landscape restoration, and any related site work or general conditions in accordance with the construction plans at River Heights GC and Buena Vista GC or any other related work within the DeKalb Park District. 3. Document Availability: Digital copies of the plans and bid documents in PDF format are available upon request via email at memken@dekalbparkdistrict.com.  4. Other Bidding Information: a.) Not less than the prevailing rate of wages as determined by the Department of Labor or determined by the court upon review shall be paid to all laborers, workmen, and mechanics performing work under this contract (820 ILCS 130/0.01). b.) The DeKalb Park District is exempt from Illinois state, municipal, or county Retailers Occupation Tax, Service Occupation Tax, and Service Use Tax as described in Illinois Compiled Statute Chapter 35. Bid prices shall not include the cost of such taxes.  c.) All bids must be accompanied by a Bidder’s bond, certified check, bank cashier’s check, or bank draft payable to the DeKalb Park District for five percent (5%) of the total amount of the Bid as provided in the Bidder instructions.  5. Rejection of Bids: The DeKalb Park District reserves the right to reject any or all Bids and to waive technicalities as deemed necessary. Unless the Bids are rejected for good cause, the award of the contract shall be made to the lowest responsible and responsive Bidder after the final bid review and approval of the Park District staff and Board at the regularly scheduled meeting on April 17, 2025.

Time and Place for Opening Bids: Sealed proposals for the project titled DeKalb Park District – 2025 SEAL COATING REPAIRS, for DeKalb Park District, DeKalb, IL, will be received at the Park District offices located at 1403 Sycamore Road, DeKalb, Illinois, 60115 until 1:30 P.M. CST, Tuesday, April 8, 2025, at which time the bids will be opened.  Late bids will not be accepted.  2. Description of Work: The project will consist of various tasks, including surface cleaning, brushing, crack routing and cleaning, crack filling, seal coating, striping (painting) or marking, and related work in accordance with the construction plans at River Heights GC, Buena Vista GC, Welsh Park, and the DeKalb Nature Trail, or any other related work within the DeKalb Park District.  3. Document Availability: Digital copies of the plans and bid documents in PDF format are available upon request via email at memken@dekalbparkdistrict.com.  4. Other Bidding Information: a.)
